Gluten-free what?

I bought this kit in Amsterdam and put it together a couple weekends ago.

This is the front of the box. On the top right corner, second line, it says "water soluble cement - gluten free". So if a person eats the cement, it won't trigger a gluten allergy. But perhaps eating cement in the first place is a bit worse?
